The Gladstone Area Water Board (GAWB) is a commercial Statutory Authority responsible to the Minister for Regional Development and Manufacturing and Minister for Water. GAWB’s purpose is to supply water in bulk to major consumers in the Gladstone Region. Those consumers comprise major industries, power generating organisations, and the Gladstone Regional Council. GAWB manages a variety of assets ranging from major water storage through to pump stations, pipelines, storage tanks and water treatment plants and takes measures to protect the quantity and quality of present and future water supplies and provides, operates, and maintains recreational facilities and fish fingerling production facilities and stocking programs.
About the Role
Reporting to General Manager – Hydrogen, the Commercial Manager will provide strategic, tactical, and commercial advice and support for GAWB’s Hydrogen Program. The position will be required to interface with customers and water seekers, the project team, advisors, and external parties to ensure robust commercial outcomes are achieved for the Gladstone Area Water Board.
Key accountabilities include:
- Managing the Water Application and Queueing Process for Water Seekers
- Supporting the General Manager in managing the Water Supply Contract and Infrastructure and Connection Works Agreement negotiations with Customers including information and updates
- Managing the industry engagement strategy and procurement documentation preparation for the construction contract for the Stage 1 works ($200M+)
- Supporting the General Manager and Program Director in understanding the requirements of Best Practice Industry Conditions (BPIC) and ensuring that this is embedded in the Program.
- Managing the procurement process of the construction contractor for Stage 1 works if funding approvals are obtained.
- Managing the development of Detailed Business Cases for additional project phases (pipelines, pump stations - $200M+) and network augmentation (capex $400M to $700M).
About You
You will have demonstrated commercial management experience on capital infrastructure projects, including in pre-construction phase. You will possess strong commercial acumen and analytical skills and impeccable communication and interpersonal abilities, particularly in a government setting. Extensive procurement and contract management knowledge will be highly regarded as will a pragmatic, flexible approach, and ability to work in a changing environment. A degree in Engineering, Quantity Surveying, Construction, Law, or similar field is considered essential.
